SUBJECT: Contacts with Mr. Leon Herman, Legislative Reference
Service of the Library of Congress, Concerning
Assistance to the Joint Economic Committee
1. The Joint Economic Committee of Congress is planning the
preparation of a new study of Soviet economic growth to follow the
one completed in 1959 entitled, Comparisons of the United States
and Soviet Economies. This time the Committee intends to rely very
heavily on U.S. Government agencies to provide the necessary research
papers. We have learned that at least the Departments of State and
Agriculture, in addition to this Agency,, have been asked to make
contributions.
2. The attached outline, The Recent Record in soviet Economic
Groh, was recently passed to r- _J ORR, by Mr.
Leon Herman of the Legislative Reference Service of the Library of
Congress, who is serving the Joint Economic Committee as Staff
Director for this project. On 29 May, the undersigned discussed with
Mr. Herman our ability to contribute a series of unclassified papers
on the subjects requested in Congressman Wright Patman's implementing
letter to the Director of Central Intelligence and on other subjects
that Mr. Herman would like materials.
3. A preliminary review of ERA/ORR production capabilities
suggests that we can do a good deal to satisfy the Committee. We
plan to work informally with Mr. Herman on the details.
