TOTHE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
SUBJECT: Employment of the Doctrine of "Executive Privilege"
Attached is a copy of the President's recent letter to Congressman
John Moss bearing on the subject of executive privilege. I would
especially direct your attention to the sentence in the final paragraph
which states: "Executive privilege can be invoked only by the
President and will not be used without specific Presidential approval. "
