SUBJECT : Proposed Bill S. 2813 "To prohibit wire-
tapping by persons other than duly authorized
law enforcement officers engaged in the in-
vestigation or prevention of specified
categories of criminal offenses and for other
purposes"
1. The subject proposed Bill authorizing wiretapping by
Federal and State authorities has been reviewed by this office.
2. Since this Agency has no law enforcement or internal
security responsibilities, it is felt that no position either for or
against the proposed Bill should be taken.
3. It is suggested that any reply to Congress concerning
an Agency position to this Bill be in accordance with the above.
