1. Called Mr. Phillips Ketchum, General Counsel for MIT, in Boston
and discussed the Killian statement along the lines previously discussed with
Mr. Martin of the White House (Item No. 3 < 7 February). Mr. Ketchum is
furnishing me with additional data on one of the Fulton Lewis charges, and I
have undertaken to redraft the Killian statement and refer it to him for his any
Dr. Killiu's approval before resubmission to the $t'te lase.
3. Sent to Mr. Phillips Ketchum, Counsel mr MIT *-proposed re-
draft of Dr. Killian`s statement on the Fulton Lewis articles. Mr. Ketchum
agreed to review this redraft Killian and would call me if there are
any changes.

1. Delivered to Roger Jones a Letter from the DCI to the Director
of the Bureau of the Budget formally transmitting the draft Executive
Order on the Presidents Board of Consultants. At a later point in the
day I informed Hart Perry of the Bureau of the Budget, after consul-
tation with Mr. Houston, that with certain minor revisions the redraft
of the Executive Order by the Bureau of the Budget was satisfactory to

that an effort was to be made to persuade Mr. Joseph Kennedy to
join the President's Board of Civilian Consultants on CIA. The
Director called Colonel Coodpaster and indicated that he felt that
the leading majority and minority members of the Senate and House
Armed Services Committees should be given notification of the
establishment of this board of consultants prior to any press release.
He indicated that he would undertake this on a signal from the White
House unless they preferred to do it themselves.
