25X1 1. J6W) The Director met with the
CIA Subcommittee ox nouse med Services at ten o'clock for the
regular monthly meeting. See Memorandum for the Record
25X1 2. 0 - 3SW) Spoke to the Director about furnishing
NIE 13-2-62 to the Joint Committee on Atomic Energy raising two
points: First, General Carter had wished to discuss with the DCI
the basic principle of supplying estimates to the Joint Committee on
Atomic Energy and secondly, since it contained TACKLE material
did the Director, as a matter of policy, wish to make this particular
estimate available. After discussion of the practices over the years
and the excellent security of the JCAE the Director saw no basis on
which we could stop making estimates available. Based on the fact that
the TACKLE material is classified "SECRET NOFORN" the Director
saw no reason why they should not have this particular estimate. I
indicated I planned to make the estimate available without discussing
the TACKLE situation with them and merely awaiting any possible questions.
25X1 3. - GLC) David Martin, in the office of Senator
Thomas J. Dodd, called to say that F-- j who has
sponsored several recent European conferences on political warfare of
the Soviets, is presently in Washington. (Senator Dodd has participated in
both of these conferences.) Martin said that through arrangements made

who were most impressed by her and have indicated a desire to have her
appear formally before the Foreign Relations Committee. Martin said
