JSW) Picked up from Bob Smart, House Armed Services Committee, a copy of the letter from the Comptroller General to Representative Carl Vinson dated 21 June 1962 in which the Comptroller General again raises the question of withdrawal of the General Accounting Office from audit activities in CIA. 2. - JGO) Received from Doris McCracken, of the House foreign Affairs Committee staff, the transcript of the hearings of 13 June 1962 by the House Foreign Affairs Committee on the subject of Poland. The other transcripts will be made available when they are ready. 3. (0- GLC) At the request of Chet Cooper, I called Mr. A. L. Peaslee, of State Department, on the subject of NIE 13-2-62. Peaslee indicated that their liaison with the Joint Committee on Atomic Energy, Dana Orwick, was having some difficulty with the Committee staff over the fact that the estimate on Chinese Communist nuclear energy programs had not been sent to the Committee. I advised Peaslee that we had been in touch with the Committee staff on this subject and while we had not sent the estimate, the Committee staff had not given us any indication that they were upset on this subject. I advised Peaslee that the question of the trans- mittal of NIE 13-2-62 had been forwarded to the Director and a decision had not been reached as yet. Peaslee asked if I would pass this information on to Orwick and I agreed to do so. Approved For Release 2005/01/27 : CIA-RDP64B00346R000200210007-4 Approved For Release 2005/01/27 : CIA-RDP64B00346R000200210007-4 Journal - Office of Legislative Counsel Page 2 Thursday - 21 June 1962 5. - GLC) While on the hill, I saw Jack Leahy, of the State Department, who reported to me that the Senate Foreign Relations Committee had held hearings on the Communications Act amendment this morning. George Bull and Admiral Kurtz testified. Leahy said the hearings went well and only one problem remains. The Committee has asked the Department to obtain written statements from the three major commercial communications carriers that they would not object to this amendment. Leahy feels that although the companies have said they would not object, it would be awkward to obtain a written statement from them to this effect. Leahy was on his way to meet Kurt Borchardt, House Interstate and Foreign Commerce Committee staff, to discuss hearings in the House on this amendment and at his request I accompanied him. Borchardt said he thought the House Committee could set the bill for hearings on 2 July and agreed to talk to Chairman Harris about a specific time. Borchardt is aware of the Agency's interest in the legislation and the fact that we do not propose to testify on the bill. He commented that they would be happier not knowing of any CIA secrets. Leahy is to provide Borchardt with some written material on State's presentation. 25X1 JOHN S.
