saying is to testify tomorrow
in executive session before the Europe Subcommittee of House
Foreign Affairs on the subject of Captive Nations. It was agreed
that F _J should get guidance on the personalities involved which
we will supply and in the meantime will be checking the basic
policy line on the subject with State Department.
2. JSW) Talked with Ed Lyerly, State Department,
about proposed amendments to the Foreign Service Act. He indicated
some discussions have been held on the Hill with mixed results but in
any event indicated the possibility of getting this legislation through by
attaching it to the Foreign Aid bill or possibly the Foreign Buildings
Authorization bill. From his listing of the items, there will be some
matters of interest to the Agency particularly in the amendments to
Title IX dealing with commuted travel expenses, home leave when
returned PCS to Washington, travel of wives, transportation of remains,
payment of claims for loss or damage to personal effects and use by
dependents of official vehicles. Lyerly will send us a copy of the bill.
3. GLC) Steve Moran, in the office of Senator
George A. Smathers, called to say that a constituent,
was in his office and was interested in "delivering a message to the Agency. "
is leaving town this evening and arrangements were made for
him to see Division.
4. II- JGO) Jay Sourwine, Senate Internal Security Sub-
committee staff, called and requested any advice we could provide
concerning our review of I who will be appearing before
the Subcommittee tomorrow afternoon. I later advised Sourwine that our
records indicated we had 'looked at" in July 1953 and given him
a clean bill of health. Sourwine was most appreciative of the advice.
