I I- JSW) Met with Nick Zaple on the staff of the Senate Commerce Committee in company with Jack Leahy of State. Also present were Mr. Dean representing Navy and an individual from Henry Ford's office in State. Zaple advised that a letter had gone forward from Senator Magnuson to Senator Fulbright requesting referral of S. 3252 to the Commerce Committee from Senate Foreign Relations. However, Zaple stated there was no reason why this should cause any interference since Foreign Relations could go ahead with their action but that the Commerce Committee in executive session had felt that any amendments to the Communications Act must be considered by that Committee. Leahy explained the general background of the bill and the problems associated with it. There was carefully explained the dilemma of presenting full information in open statements which Zaple appeared to understand. He raised questions as to whether or not full agreement had been secured within the Executive Branch and also raised the question of whether commercial carriers would raise any objection. Zaple indicated full cooperation from the Commerce Committee the security problems raised and rather indicated a view that there would be no difficulties with the bill itself if there were appropriate assurances as to proper procedures to avoid interference problems. 2. II- JSW) Talked with Sam Crosby and brought him up to date on our budget situation including the telephone call from Representative Cannon to General Carter on 1 June. Further indicated General Carter had discussed the budget with Senators Hayden and Russell and we had been informed by them that everything was all right. Crosby was appreciative of this information and confirmed that Cannon had written the letter to the Director of 16 April 1962. Also talked to Kenneth Sprankle separately and gave him the above information. He too confirmed that the letter from Cannon had been personally typed by Mr. Cannon. Talked additionally to Mr. Sprankle on the question of clearance on OXCART. See Memorandum to DPD of this date. Met with William Darden, Senate Armed Services Committee, and gave him a copy of the Winter 1962 Issue of Studies in Intelligence mentioning the article I with the suggestion that this might be a topic for discussion at one o our forth- coming meetings. Briefed Mr. Darden on S. 3252, amending the Communications Act and outlined our part in this. Mr. Darden stated he did not believe it necessary to brief the Chairman at this point but if we had any difficulty he was sure Senator Russell would be pleased to assist. 4. - GLC) I I called to say that a source of that office has indicated to them that Chairman Miller and Representative Fultbn, of the House Science Committee are trying to establish a Committee position disputing the fact that Soviet cosmonauts Gagarin and Titov did not actually fly in the Soviet capsules which orbited the earth. 0 was merely passing this information on tt tin 25X1 25X1 25X1 6 - GLC) Met with Stephen Horn, in the office of Senator Thomas H. Kuchel, and returned to him the brochure prepared by having to do with foreign radio broadcasts. Senator Kuchel had forwarded material on the chance that it might be of some interest although he recognized that this was something which would be of primary interest to USIA. I advised Horn that following his reply to the Senator, Mr. McCone referred this material to appropriate people here. They have reviewed it carefully and determined it was of no intelligence interest. Horn thanked me for our attention to this and indicated the Senator was in no way pushing I or his proposals. S. and Soviet economies. Mr. Lehman indicated that this project is being handled almost exclusively by Mr. Leon Herman, Library of Congress.
