LRH) I called Mr. Frederick Dutton, Assistant Secretary of tats for Congressional Relations, in connection with the introduction of a proposed amendment to the Communications Act of 1934 granting reciprocity under certain conditions. This bill was intro- duced by Senator Fulbright as Chairman of the Senate Foreign Relations Committee, although he stated he reserved his position on it and was introducing it by request without sponsoring it. Mr. Dutton was familiar with the history of this proposed amendment and to some extent with our interest in it. I noted my recollection of the position of the Director, FBI, who stated he would not oppose the bill but had never been in favor of it. Mr. Dutton said being aware of this he had sent a copy of the proposed amendment to the Attorney General with the hope that by this means they could forestall opposition moves by the Bureau. I got a strong impression that Mr. Dutton had no confidence that this move would guarantee that the Bureau would not give some opposition on the hill. I stated that we were still strongly in support of the bill and would like to take what action we could to help. Mr. Dutton said that action had been assigned to Mr. Leahy of that office and that Leahy planned to get in touch with some of the congressmen who will be involved, including some of those who might be expected to oppose the bill. I suggested that if Leahy would inform us of those he was approaching we could work with him on those we might talk to about our special interest and coordinate our effort. Mr. Dutton said he would inform Leahy of this at once and would expect Leahy to call us next week. Mr. Dutton commented he thought the introduction of this bill was quite late to expect much action this year. 2. I advised that Senator 25X1 William Fulbright had introduced the bill (S. 3252) to amend Section 305 of the Communications Act reserving the right to establish his position on the bill at a later date, and the. bill had been referred to the Senate Foreign Relations Committee. As Mr. Tavenner will be away from the office Monday and possibly Tuesday of next week, we will be back in contact with him upon his return. 7. 0- JGO) Met with Jay Sourwine, Senate Internal Security Subcommittee staff, concerning the possible availability of 0 for appearance before the Subcommittee in executive session. As Mr. Sourwine is unable to determine such matters within the Subcommittee, he indicated he would take the matter up later in the day with Senator Eastland. A copy of the unclassified biographic sketch was left with him. Sourwine will be back in touch with us on this on Monday or Tuesday of next week.
