Jackson, executive secretary to Senator Leverett Saltonstall, called to say a student constituent had been in to see the Senator in connection with a term paper he is doing on the McCone nomination. He apparently has seen a number of people around town and requested the Senator's good offices in getting him in contact with someone in CIA to discuss this subject. Mr. Jackson understood the difficulties but readily saw that our official position for this purpose was no comment. However, I left it with him that if it would be of any help to the Senator and if the Senator wished, I would be glad to talk with the man although I would not be really able to provide any information other than that which had appeared in congressional documents. Jackson indicated that he thought he would not wish to call on us further on this and seemed to understand our problem. 2. - JSW) William Darden telephoned this morning indicating that Senator Russell would like to tentatively set a time for 10:30 tomorrow morning for the Subcommittee to meet with the DCI. Mr. Darden had been instructed to try to line up Senators Hayden and Young from Appropriations. At approximately 4:45 p. m. Mr. Darden telephoned saying that the meeting was firm. 3. - JSW) Talked with Senator Gordon Allott's office suggesting that we would be glad to meet again with the Senator to brief him on the oil shale situation in 0 at his convenience. Subsequently, due to his departure, arrangements were made for I o accompany I of ORR to see the Senator at eleven o'clock on Thursday. 4. ( - JSW) Met with Mr. Shuman in the office of Senator Paul Douglas and furnished him a copy of General Carter's biography and an excerpt from the Armed Services confirmation hearings dealing with General Carter's intelligence experience. This was in response to a query of yesterday in behalf of a constituent. Byrd, in response to her question concerning a copy of a letter dated 7 April from lair. 1.. G. ,li.lson, of Moundsville, West Virginia, and addressed to Mr. John 3. `larner, Legislative Counsel, Committee on Appropriations, ashington, D.C., that we are preparing a response to Mr. Wilson and will be pleased to furnish a copy of our response to the Senator's office. 25X1 8. GLC) Attended, as an observer, hearings by the House Government Operations Government Activities Subcommittee on H. R. 7865 to repeal the 1893 statutes prohibiting the employment of employees of the Pinkerton Detective Agency or similar agencies by the Government. Witnesses testifying represented the Civil Service Commission, Government Services Administration, District of Columbia Government, the American Federation of Government Employees and the Pinkerton Detective Agency. Several letters and telegrams including a letter from the Department of Justice were also placed in the record. The only opposition to the bill was registered by James Campbell, of the Employee's Union. In answering questions on GSA's use of outside agencies for protective and custodial services, the GSA witnesses used as an example the protective service provided for the new CIA building while it was under construction. There was no mention of the draft amendment to the bill circulated by the Committee staff, but it was quite clear that Representative Moss was not in favor of a full repeal as provided in the original bill. The hearings adjourned subject to the call of the chair. Q - GLC) Chatted briefly with Senator Thomas J. Dodd who said Mrs. Downey had asked him if he would try to arrange a meeting for her with the Attorney General. Dodd said he had contacted the Attorney General on this and he said he would be very happy to see Mrs. Downey. No date has been set for the meeting. (Mr. Houston sent the Director a note on this.) I mentioned to Senator Dodd our difficulty in arranging a meeting between Mr. McCone and him because of their busy schedules. Dodd said it looked like they would not be able to get together until after Easter and we agreed that we would try to arrange something after the holiday. 25X1 11. { - GLC) Talked further with George Murphy, of the Joint Committee on omic Ener staff, concerning a time for Dr. Scoville's briefing of the staff on the and developments in 25X1 the Soviet Union with regard to atomic tests. Murphy said the staff director, Mr. Ramey, would not be available for the briefing until Monday. He sug- gested that since Dr. Scoville would not return to Washington until Wednesday he might like to have one of his subordinates handle the briefing. We prefer to put this over until Wednesday and I will attempt to arrange this with Murphy. 25X1 25X1 JOHNS.
