1. GLC) !At the request of the staff of the Joint
Committee on Atomic Energy, Dr. Scoville,
attended a meeting with the Committee staff and representa-r
tives of the Atomic Energy Commission and Department of Defense.
The staff indicated that they wished to schedule hearings as soon as)
possible on the subje ct of nuclear testing. The hearings will be
divided into two parts one on our analysis of Soviet tests and the
other on U. S. plans and programs in the testing field. The Committee
would like the first part to be presented by the Agency and the second
part by AEC and DOD.' Dr. Scoville indicated that the Agency presenta-'
tion would require at least two hours and Mr. Conway of the Committee
staff suggested that the Agency appear in the afternoon of 18 January
and the AEC and DOD presentation be given on the 19th. I informed
the staff that Mr. McCone might want to handle the Agency briefing
but that he could not possibly appear on the 18th or 19th and suggested
that the following week might possibly be better for him. However,
we made no commitment for Mr. McCone's appearance. The staff
indicated that the date was not at all firm and it was agreed that we
would check with Mr. McCone on his availability and the staff would
suggest possible dates and we will be in touch with one another as soon
as possible. The staff indicated they would possibly send a letter on
this subject.

3. I I - JGO) Procured as background material,
three copies of the hearings of 2 July 1958 before the Senate section
of the Joint Congressional Committee on Atomic Energy on the
nomination of Mr. McCone as a member of the Atomic Energy
Commission and two copies of the hearings on aircraft procurement
of 2, 3, 4, 5, 23 and 24 June 1953 before the Preparedness Subcommittee
No. 1 of the Senate Committee on Armed Services.
4. ( - JGO) Discussed briefly Mr. McCone's
scheduled confirmation hearing with Mr. T. Edward Braswell, Jr.,
Senate Armed Services Committee staff. It was indicated that no
scheduling of the order in which appearance would be made before
the Committee had been contemplated but that the confirmation
hearings of Mr. McCone, the new Secretary of the Navy, and Under
Secretary of the Air Force are the only items of business scheduled
by the Committee for 18 January 1962.
