2. (Unclassified - JSW) Talked with Mr. Focke, General
Counsel, Bureau of the Budget, thanking him for the two Executive
Orders forwarded us last week. I indicated, however, that there
was still a third Executive Order in which I had originally been
concerned dealing with telecommunications management. He
indicated there was one in the works and he would forward a copy
to us immediately.
This was received later in the day and a copy forwarded to
Commo. The deadline for return to the Bureau of the Budget is
5 January 1962.

4. (Internal Use Only - GLC) Delivered to Ralph Hutto, Senate
Internal Security Subcommittee staff, the last two corrected page proofs
of translations of Mr. Helms' testimony on Communist Forgeries.
5. (Confidential - GLC) Attempted again to return to Mr. Czarnecki,
in the office of Representative Clement J. Zablocki (D. , Wis.), the copy
of the I manuscript. Czarnecki was not in and I will
attempt to return this to him within the next few days.
