Richard Lehman, OCI, called concerning a request from the Department of Defense for Agency concurrence in a statement having to do with missiles in Cuba. Subsequently, of OCI, discussed the matter with r. Houston, It appeared that the Department of Defense wanted to clear a statement which was to be given to William Bundy, Deputy Assistant Secretary of Defense for International Security Affairs, to be used in a letter to an assistant to Representative A. Paul Kitchin. Mr. Houston discussed the matter with Mr. Bundy. It later developed that the matter was actually a fait d'accompli and that Mr. Bundy had already briefed Mr. Kitchin on this subject. (As a member of the House Committee on Armed Services, Kitchin was present at the time General Carter briefed the combined Armed Services and Foreign Affairs Committees. ) 2.
