1. Talked with Dorothy Fosdick in connection
with S. 2252, the Communications Reciprocity Act. I gave the general
background of the Act and the purpose. I explained the position of the
legislation today and inquired if Senator Jackson would be- willing to
assist with Senator Magnuson on this. Later Miss Fosdick advised that
the Senator was very much interested in this and felt that it should be
given every possible support. Consequently, since Senator Magnuson
is out of town, Senator Jackson moved into the picture consulting with
various people including the staff who were conducting the polling
requested by Senator Pastore. It appears that these efforts were
successful since Miss Fosdick told me that in all likelihood the bill
would be reported favorably by the Committee tomorrow.
2. David Martin, Staff Assistant to Senator
Thomas J. Dodd, called and said the Senator was appearing on a television
program with Senators Capehart, McGee and Smathers and David Susskind
on Sunday and desired such information as we had concerning the types and
number of Soviet military items which the Cubans had received and also the
number of Soviet personnel in Cuba. I advised Martin I seriously doubted
we could be of any assistance in this but I would look into the matter.
Quite by chance, I accosted Senator Dodd in the Senate Office Building
and mentioned Martin's inquiry. The Senator said that Martin should not
have contacted us on this, that he did not desire any classified information
and had told Martin he wanted information from press sources. Dodd said
he appreciated the problems involved, he had talked with the President about
the Cuban situation and that he did not in any way wish to interfere. He added
as an aside he was sorry he "ever got involved in this."
Later in the day, I told Martin of my conversation with Senator Dodd
and repeated the fact that we were unable to be of any assistance on this item
and referred him to statements by the President and the State Department
which appeared in the press. Martin thanked me and did not press the
matter further. Martin did mention, however, that the Senator has recently
bedn in close touch with the White House and the State Department on the
Congo situation and that all three seemed to be in accord concerning this
problem. Martin added it was nice to be in this position for a change.

1. Talked with Jack Leahy, Congres-
sional Relations of State Department, about the status of H. R. 11732
(the Communications Act amendment) insofar as the Senate is concerned.
Leahy said Chairman Magnuson does not plan to call another meeting
of the Committee prior to adjournment. (He fears that if he does so
the Committee will bring to a vote several bills which he does not
want reported.) Leahy advised, however, that Senator Pastore is
going to attempt to get Magnusonts permission to poll the Committee
on. H. R. 11732 in order to get the bill to the Senate floor for a vote.
I asked Leahy if there was anything we could do: to help within the
areas of our agreement on this bill. Leahy said he thought not, unless
someone knew Senator Pastore personally.
