1. (Unclassified - GLC) Jack Leahy, Congressional
Relations Office of State Department, called to say that Chairman
Oren Harris, House Commerce Committee, has talked with the
House Rules Committee and obtained a rule for House consideration
of H.R. 11732 next Monday. Representative H. Allen Smith, of
the Rules Committee, has indicated he will suggest an amendment
to the bill on the floor requiring that a Presidential determination
be made in each case where the operation of a radio transmitter in
the United States by a foreign, power would not be against the national
interest. Smith also asked specifically what the Agency's views were
on this subject. He was informed the Agency supported the bill and
it was suggested that he contact this office if he desired further informa-
tion on this. Leahy suggested that if we agreed it might be helpful if
we took the initiative in contacting Smith on this.
3. (Unclassified - JSW) Talked with Al Westphal, House
Foreign Affairs Committee staff, and advised him that
had been placed in process for a position with the Agency. He asked
me about the letter which Boyd Crawford had forwarded
to. me. I gave him a general rundown to the effect that the research
objectives mentioned by were well covered in many
different ways, including a certain amount in open literature. Westphal
requested we give him a lifting of some of these publications. I
agreed to furnish him with a nonattributable note on this subject
including the lists of publications.
