JOURNAL
OFFICE OF LEGISLATIVE COUNSEL
Thursday - 30 August 1962
2. Talked with Steve Moran, in the office of
Senator George Smathers, concerning his letter on behalf of the
Senator for a briefing on Agency activities
(See Journal of 13 July 1962)
I advised Moran that Mr. McCone had chatted briefly with Smathers
about this and the Senator had no. recollection of requesting such a
briefing but we would be pleased to talk with him about this if indeed
he desired some information. Moran said under the circumstances,
he would suggest we do nothing unless the Senator brings it up again.
3.1 1 Following up on Congressman
Alexander : irnie s request o Mr. Echols that he be briefed at some
point on the relationship of CIA and the intelligence community,
particularly the military, I met with him and offered to go into this.
Mr. Pirnie was most interested and it was obvious that he would like
a rather detailed briefing. Since he was busy with most pressing
matters, he indicated he would contact me later. Apparently his son
is being assigned to Army intelligence and on his behalf Mr. Pirnie
requested an unclassified bibliography of intelligence material which
will be furnished.

4. Met with Robert Smart and
delivered to him the letter from General Carter to Mr. Vinson of
30 August 1962 which enclosed a revised early retirement legislative
proposal. Mr. Vinson had requested this redraft. Earlier General
Carter had talked with Mr. Vinson saying it was ready and Mr.
Vinson had suggested we send it right up. I requested Mr. Smart
to discuss our entire proposal with Mr. Vinson so that I would be in
the position to advise General Carter and Mr. McCone precisely
where we stand. Mr. Smart promised to do so. Smart had indicated
he planned to have
analyze the bill and requested our assistance
in preparing the sectional analysis which we are doing.
5. r J Also talked with Bob Smart concerning
the letter from Mr. Vinson to Mr. McCune dated 27 August referring
to who had considerable information concerning
landings of Soviet and oc soldiers. Smart indicated from his
viewpoint no action was required. They were sending it on the off-
chance it might be of some use to us. I advised in the meantime
that we had send a communication to determine if these three
individuals had been interviewed.
6. Met with Mrs. Joann Mills,
in the office o Representative Paul Rogers, concerning his letter
of 24 August 1962 on release of American defense information through
the American press and other news media. Advised Mrs. Mills. that
this was, a matter not within the normal responsibilities of the CIA.
She thanked me for dropping by and said she would raise the question
with the Department of Defense. No response to the letter will be
expected.
