1. Talked with Bob Smart, House
Armed Services Comm ttee st , a out our legislation and questions
of clearance with Post Office and Civil Service and House Foreign
Affairs Committees. It was his view that before introduction this
should be cleared away with the two Committees. Further, he offered
his view that after discussion with William Darden of Senate Armed
Services staff there appeared to be little likelihood that the bill could
clear the Congress. However, he saw the value in actual introduction.
It was further determined, however, that neither Smart nor Darden
had discussed the bill or tactics with either Vinson or Russell.
2. E While attempting to make
arrangements or a convenient time to meet with the Speaker,
Mr. McCormack came on the telephone asking if I was sure Mr.
McCone wanted to see him. I pointed out that Mr. McCone for some
time had wanted to sit down with the Speaker and discuss the Agency
generally and now we did have a small piece of legislation also. Mr.
McCormack wanted to be sure he was not imposing on the busy schedule
of Mr. McCone. The meeting was set for 10:30 tomorrow morning.
3. Discussed with Boyd Crawford,
Staff Director, ouse Foreign airs Committee, our proposed
legislation, giving him a brief run-down asking if he foresaw any
jurisdictional problems and asking his advice about talking to the
Chairman, Dr. Morgan. Crawford indicated he saw no real problem
and suggested that he take it up with the Chairman. Subsequently,
Crawford advised he had talked to Dr. Morgan who indicated firmly
there certainly was no jurisdictional problem and the Chairman added
not only would he strongly support our bill but he would certainly vote
for it.
4. Talked with George Moore on the
staff of House Post Office and Civil Service
the fact that it wasnang
our early retirement legislation. In view
amendment to the CIA Act under jurisdiction of Armed Services, Moore
was certain Mr. Murray would have no objection on jurisdictional

grounds. Further, he added that if Mr. Vinson was in favor of it,
Mr. Murray was sure to go along with it. After further discussion
it was agreed we would write a letter to Mr. Murray merely alerting
him to the legislation and pass to him orally the information that
Mr. Vinson does support this.
