1, Talked further with Bob Smart, who
indicated Chairman Vinson could not meet with us on 26 July, and
I advised him that the Director now had a special meeting on the
27th. Consequently, we are looking now to possible dates of either
30 or 31 July or 9 or 10 August. Smart will advise on this.
2. Thomas E. Keena, of Representative
Emilio Q. Daddario' s office . , Conn. ), telephoned saying again
that Daddario was much interested in meeting with Mr. McCone
to discuss the concept of a joint committee on intelligence. He
indicated that what had brought this to the Congressman's mind
again was the fact that an individual in Connecticut is currently
circulating a petition, and has some 7, 000 signatures, dealing with
the imprisonment by the Chinese communists of John Downey.
Mr. Keena readily accepted an explanation that Mr. McCone had
been extremely busy and on various trips. However, he still
hoped that a meeting could be arranged, and I said I would do what
I could.
3. Walt Elder advised that the Director
had visited with Senator John tennis (D., Miss.) for approximately
one-half hour. At the conclusion the Director advised Elder that
it had been agreed between the Director and the Senator that the
Agency would not appear before Senate Preparedness. Mr. Elder
agreed that it would now be appropriate for us to recontact the
staff and apprise them of the above. We will be in touch with
James T. Kendall on this.

5. Returned to Samuel Scott, Senate
Internal Security Subcommittee s to transcript of the testimon of
24 May of
In response to Mr. Scott's query, I advised that we a
no specific comments on the transcript but that I had advised our
operations people that, as he requested, the Committee will be most
appreciative of any additional information we might obtain through
debriefing or other contact with the individual. I further advised that
it was my understanding that we would not be having any contact with

Received from Mrs. McCracken, for our review, stenographic
transcripts of hearings on Captive Nations of 20 June, 26 June and
17 July which will be returned to the Committee as soon as review can
be completed by CA Staff.
25X1 7. Talked with Mr. Frank Bartimo, Assistant
General Counsel, Man Power, DOD, concerning his briefing of the
Joint Committee on Atomic Energy staff on Saturday on the results
of Defense's investigation of the leak
Bartimo said he had a three-hour session with the Committee staff and
felt fairly certain that they were now satisfied with Defense's action
on this. He said the Committee staff had mentioned that they were
aware of the language contained in the nuclear testing section of SNIE 11-14-61.
25X1 8. In response to his inquir , I advised
William Saltonstall, in Senator altonstall's office, that
had applied with the Agency in 1959 and had been cleare a v sed
Saltonstall further that we were not in a position to offer
GS-7 position for which he had applied but would consider him or
25X1 grades in GS-6. is interested and a decision should be reached
in his case within the next few days. I also advised that at his request
our Personnel Office had been asked to expedite a decision in
25X1 case. Saltonstall emphasized again that he did not want to influence in
any way our decision as to whether should be e4iploxed.
