1. Steve Zagorski, State Department Liaison,
called to inform me of an inquiry which State has received from Senator
Thomas H. Kuchel, which in turn forwarded a query from a constituent
about the role of CIA in Southeast Asia, the source of CIA's authority and
who it is responsible to. Zagorski plans to send to Senator Kuchel a
statement made by Mr. Harriman concerning Southeast Asia and I have
given him some suggested language on the aspects of the letter which pertain
to CIA, enclosing a copy of Colonel Grogan's pamphlet on the Agency.
