Neither Mr. Warner nor I heard of this memo until after it had been received in your office. I would note that the memo did not mention s government agencies to advise: the the basic law which reguire Committee on Atomic Energy matters. Perhaps it wa fortuitous that action wa taken on this memo until after all of the facts had been obtained. b. A letter was recently received from Senator Frank Moss which was sent to Colonel Grogan rather than to Mr. Warner. I have repeatedly requested that all congressional letters g ctly to Mr. Warner who has the responsibility for interested offices.
