MEMORANDUM FOR: Legislative Counsel/Office of
General Counsel
SUBJECT: Draft Bill To Establish a United States
Disarmament Agency'
1. We have reviewed the proposed legislation and
find it satisfactory. In your brief or comments to the
Director, I think it would be useful to point out the
following aspects:
a. The Disarmament Agency will be authorized
to coordinate research on disarmament conducted
by other government agencies. The CIA, originally
in OSI and now in DDP/TSD, is engaged in research
on on-site inspection techniques in support of
the Nuclear Test Ban.
b. Under Section 37 of the Act,. the CIA will
probably be directed to coordinate with the USDA
on activities and decisions which affect disarmament.
c. The USDA will be specifically authorized to
employ services or personnel of other government
agencies with, of course, approval of the agency
concerned.
2. The bill does not indicate which agency will be
responsible for providing intelligence support to the USDA.
The Director indicated, on 13 April 1961, in a letter to
Mr. McCloy that he would discuss the subject of intelligence
support for disarmament work with Mr. McCloy and, in due course,
with the President.
