June 16, 1961 My dear Mr. Dulles: In continuance of the practice of recent. years, the facilities of the Council of State Governments are again being made available for circulating legislative proposals which the Federal agencies wish to suggest for consideration by the State legislatures in their 1962 sessions. The coordination of this program is carried on by the Bureau of the Budget. An proposals for State legislation which your agency may wish to have circulated among the State legislatures by this procedure should be forwarded to the Bureau of the Budget. This office will request the comments of other interested Federal agencies., advise you of the rela- tionship of your proposal to the program. of the President, and when appropriate, forward ?the proposal to the Committee of State Officials on Suggested State Legislation, Council of State Governments, for consider- ation.. Proposals approved by the Council's Committee will be circulated among State legislatures at their next sessions. In order to facilitate and expedite the procedure for bringing Federal proposals to the attention of State legislative bodies, your attention is invited to the Index to Suggested State Legislation: Programs for 1:-41-1 .(Council of State Governments) . Chicago, December 1956), containing appropriate reference to previous referrals from Federal agencies. The programs for 1958, 1959, 1960 and 1961, are contained in separate volumes entitled Suggested State Legislation: Program for 1958, 1959,. 1960 and 1961. The. 1958, 1 and 1960 volumes should be. in your files since they were included with our letters of those years, and a copy of the 1961 volume is enclosed. Unless a suggestion emanating as a result of this communication is sufficiently different to necessitate its inclusion, it will not be necessary to restate items previously given circulation. We have been advised that the Committee of State Officials on Suggested State Legislation will meet in Washington some time in the next several months. In consecguence:,,yourproposals should be submitted to the Bureau of the Budget by July]:F, 1961, to permit time for coordina- tion with other Federal agencies and advance consideration by members of the various panels of the Council's Committee. (At a later'date) it will be necessary to furnish copies of'each proposal to the Council Committee for its consideration, and it would be advisable to retain the duplicating plates if they have been prepared.)
