SUBJECT: DCI Briefing of CIA Subcommittee of House Armed
Services Committee - Monday, 22 January 1962,
9:30 A. M.
1. The Director met with the CIA Subcommittee of House
Armed Services for approximately two hours beginning at 9:30 A. M.
He was accompanied by Richard Bissell, Robert Amory and John S.
Warner. Present from the Subcommittee were: Carl Vinson,
L. Mendel Rivers, Melvin Price, Charles E. Bennett, George
Huddleston, Jr., Leslie Arends, James E. Van Zandt, Bob Wilson
and Frank C. Osmers, Jr. Robert Smart was also present.
2. Prior to the meeting, the DCI, accompanied by Mr. Warner,
met with Mr. Vinson and Mr. Smart for approximately fifteen minutes.

3. Mr. Vinson opened the meeting by pointing out the member-
ship of the CIA Subcommittee now includes Mr. Rivers in place of
Mr. Kilday who has left the Congress. He stated that he would have
more time to devote to Agency affairs this year and, consequently, he
was resuming the,Chairmanship. Mr. Vinson then asked the Director to
furnish the Subcommittee with whatever information he felt appropriate.
4. The Director opened the briefing by speaking to his concept
of his responsibility as DCI referring to the President's memorandum to
him of 16 January. He also mentioned the change he has made in USIB
to include the DDCI as the Agency representative while he continues to
act as Chairman.

6. The Director then discussed Soviet intentions, Tab 1;
Berlin, Tab 2; and Soviet nuclear testing, Tab 3. He called attention
to the situation regarding anti-missile missile work and referred to the
charts which are found under Tab 5 in connection with missiles and
nuclear tests. The Director then moved to Soviet long range attack
forces (Tab 4) discussing their ICBMs, indicating that our latest estimates
were based on new information of high reliability. He then discussed
medium and intermediate range missiles, submarine capabilities and
long range aviation. The DCI discussed Soviet air defenses (Tab 5),
referring to their SA-2 and SA-3 systems and their fighter strength.
He again touched on the anti-ICBM developments. Soviet space program
(Tab 7) was touched very lightly.

9. The situation in Laos was discussed in some detail {Tab 13 ,
and the DCI ref erred to
the discussions held there between Laotian officials with Sarit and the
American Ambassador.
10. Except as otherwise indicated, the Director's statements
followed very closely the Special Briefing Book. The Chairman
indicated that he desired a meeting with the Agency once a month for
the rest of the session. He requested Bob Smart to make arrangements
with the Agency for these briefings.
