The Director briefed the combined CIA Subcommittees of Senate Armed Services and Senate Appropriations for approximately three hours on Thursday, 8 February 1962. Members present were: Senators Russell, Hayden, Byrd, Chavez, Robertson, Saltonstall, Young, and Stennis. Chavez only stayed for a short period of time. William Darden from the staff was present. A technical swee was made of the room and a transcript was taken by n Agency employee. By previous arrangement with Senator Russell, the transcript will be maintainted at CIA available to members upon request. 2. Present from the Agency were: John A. McCone, Robert Amory, Herbert Scoville, Richard Helms, Colonel L. K. White, 1. and John S. Warner. 3. The Director made an opening comment with respect to some of the operational categories of sensitive information to be discussed. He pointed out that the President had issued most stringent instructions for certain of these matters and that even within the Agency no one is granted access to these matters without the personal approval of the DCI. Senator Russell then requested that we immediately go into the budget situation. Colonel White then went through the budget charts. There were a considerable number of questions. In particular, Senator Byrd asked questions concerning our political activities, appearing to be somewhat skeptical about our ability to assure value received and commented that even in the United States accounting for money in political parties was difficult. Saltonstall made an interesting point concerning some of the items which are now included in the Agency budget and formerly included in other budgets. His point was that it would seem very preferable to transfer, where possible, items from the Agency's hidden and covert budget to an open budget. (Possibly Agency consideration should be given to putting a portion of the Agency's budget in the open.) Some very sensitive matters were discussed including OXCART, KEYHOLE, TACKLE AND TALENT. Certain photographs were exhibited. The relationship of some of the sources to estimates on Soviet ICBMs was discussed. 5. The members seemed to be extremely interested in this detailed briefing. Senator Russell's strong belief in the effectiveness of the Agency program was evident. Senator Russell asked one question about alleged activities . of No one could identify this situation and at the Chairman's request we will look into this and advise.
