MEMORANDUM "OR Director of Central Intelligence
SUBJECT: Confirmation
1. This memorandum is for information only.
g. As you know, the Senate Armed Services Committee voted
unanimously yesterday in favor of reporting out your confirmation. The
Chairman announced a reservation by one member which simply means
the member reserves the right to speak on the matter when it comes on
floor. The member taking the reservation was Senator
Margaret Chase Smith (R., Maine). It is reported to us that she stated
the questions in her mind pertain to your intelligence experience for the
position of Director of Central Intelligence. You will recall, of course,
that she asked you about your intelligence background at the hearings and
you responded with a simple "none. k'
been advised that Senator Russell commented yesterday
to Senator Saltonstall that he thought there would be no real difficulty on
r but that ssibl Senator Wayne ~" yxne Morse and Senator Smith
speak to the question. Additionally, Senator Jackson indicated that he
thought Senator loosire and possibly Senator Smith would speak on the
floor. As to Senator Morse-, we have been informed he loft town Saturday,
the 20th of January, and does not plan to return to Washington until
Tuesday of next week. Additionally, when we delivered to Senator Morse
the copy of your letter to Senator Russell of 19 January referring to
Senator Morse's speech on the floor, the Senator spoke to 25X1
of this office who was carrying the letter and said he was not really

4. I have talked to Senator Russell and Senator Jackson who
both stated they believed there will be no problem at the final confir-
mation vote on the floor. As I had indicated earlier, I believe that
William C. Lewis, Jr.. of Senator Smith's office probably prepared
the written questions which Senator Smith directed at you at the hearin
she did net follow up on some of her multiple questions-in-one
you did not answer each item of the question. Senator Jackson
rated he believed Bill Lewis was at the bottom of Senator Smith's
campaign concerning your confirmation.
S. Senator ;Itussell advised me this morning that he thought the
vote would be taken on the floor on Friday of this week. We will keep in
dose touch with this and will follow the floor action the rest of the week.
Russell said he thought Senator Smith would vote affirmatively
omination and that he thought there would be very few votes
At this stage in the game it seems unnecessary and undesirable
e any further action and I would recommend against any effort to
either Senator Smith or Senator Case at this time. Senator Jackson
