SUBJECT: S. 822 - To Create a Freedom Commission and a
Freedom Academy
HCUA and Senate Foreign Relations asked us for a
report on this bill over a year ago and have not followed up
since. There is some doubt whether our report is sufficiently
negative to be acceptable to the Bureau of the Budget. Further,
the Administration's views on the Freedom Academy are the
subject for some controversy and since the issue is not of
direct concern to the Agency, we will attempt imply to bury
this item. If it is brought up later, we can rein itute it and
try to get Bureau of the Budget clearance.
