Central Intelligence Agency
Sam Hughes asked me to send you the enclosed. The
Justice report has gone forward; State Department has not
and we would expect to work out changes with them so that
their report will follow the Justice pattern--greater
awareness of the threat but no new agencies are needed.
We still are awaiting a report from USIA which, we
understand, will be adverse. I have asked Tom Roderick
over there to send a copy directly to you when it comes
to us supposedly early next week.
