Wednesday - 3 June 1959
While speaking with Representative Walter H. Judd on
another matter, I asked him for any thoughts he might have on
the 'Freedom Commission bills, H. R. 3880 at &I. Dr. Judd
stated in his usual vigorous manner that he was trying to help
his good friend, Syd Herlong, on this and that he too believed in
the basic objectives of the bill although he was not wedded to any
particular formula. In fact, he mentioned that Senator Mundt
had requested that he appear as a witness at Senate Internal
Security Subcommittee hearings on the Senate version but that he
had suggested it was too early to start hearings without a great
deal of preparation. Dr. Judd volunteered his belief that certainly
the bill could not be approved this year and at best there might be
a hearing on it late in the session. He made three major points in
connection with the bill: (a) the American public as well as all
Government officials must know our enemy;, (b) we must learn how
to counter the enemy, utilizing their own techniques (he specifically
made the point that the techniques need not all be covert); and (c)
that the tremendous potential in the free world to combat Communism
must be mobilized or released to fight the common enemy - Communism.
Dr. Judd implied that he and I knew of certain agencies who were
fighting the enemy on his own grounds, using his techniques but that
this effort must be tremendously expanded and undertaken by all
facilities - Government and private - which had a capability to
contribute. I thanked Dr. Judd very much for his comments.
