Approved For Release 2002/01/02: CIA-RDP64B00346R0005000~0 i /8 THE ARMCO INTERNATIONAL CORPORATION E.A.EMERSON DIRECTOR MIDDLETOWN, OHIO U. S. A. May 18, 1959 Mr. Allen Dulles Central Intelligence Agency Washington 25, D,. C. Dear Mr. Dulles: Having served in World War I and lost an only son in World War II I have, since 1946, been working with various civilian groups to try to find and support a way of counter-attacking and stopping our Kremlin enemy by means short of another all-out war. I believe that our continuing defeats in the political war constitute the most immediate and grave threat to our American future, and one that is very much under-estimated in our country. I agree with the statement of Mr. Selwyn Lloyd as quoted: "The nature of this strange war is such that we can lose it without being aware of it until some years after it has been lost - irretrievably." I do not believe that we can win it unless we find a way to successfully counter- attack on the political front. We are the leader and the hope of those who fight for freedom the world over, but we had to stand by in impotence when those who believe in us were humiliated,, murdered, and defeated in Budapest, Caracas, Bagdad. We continue helpless before the technique of our communist enemy in arousing and directing street mobs to change national policies to destroy our friends and strengthen our enemies. I have read and heard millions of wards, and have contributed some, on what should be clone, but no single step of action to meet the above type of threat has been visible until HR3880 and 51689 were recently introduced in the House and Senate. These bills can start to develop, in public, a force that can become increasingly useful to the cause of freedom in this political warfare. At a minimum they can direct action-producing thought and attention to the subject. I am keenly interested in these proposals for action, and hope so much that you also find them good. I will greatly appreciate any thought on this subject which you can give me. Sincerely and cordially yours, EQP loved For Release 2002/01/02: CIA-RDP64B00 Approv FOIAB3B STATINTL Approved ~- L IF TOP ANU r u ~rm UNCLASSIFIED CENTRAL INTELLIGENCE AGENCY OFFICIAL ROUTING SLIP TO NAME AND ADDRESS INITIALS DATE 2 3 6 ACTION DIRECT REPLY PREPARE REPLY APPROVAL DISPATCH RECOMMENDATION COMMENT FILE RETURN CONCURRENCE INFORMATION SIGNATURE Remarks : For preparation of an appropriate reply for the Director's signature.
