Para. 3 of the covering memorandum gives strong indicationr> that DD/I did not read the report or read into it what is not there. There is no bias against the "profession" of intelligence production. -- in fact we strongly support the need for more and better training ill this field. The comment about research analysts being trained in clandestine tradecraft is irrational. It is neither suggested or implied in our report. Certainly no recommendation in the report would result in creating a mold from which all professionals would be cast unless it be the mold of a thoroughly professional intel- ligence careerist. 2. The DD/I non-concurs in three recommendations. One concerns the possible use of outstanding public citizens to assist in JOT selection. The reason given is that such individuals would not know enough about our business. The reason is feeble but since this recom- mendation was also disapproved by DDS and DD/P there seems little chance for acceptance at this time. The second has to do with phas-_=ng advanced external training for analysts at somewhat later career stages than is contemplated in the ORR program. The DD/I statement that this type of training must start at an early period is in con- flict with an earlier statement to the effect that college graduated do not want too much more schooling on coming to work. 3. The third non-concurrence concerns the establishment of senior grade positions for component training officers. Here again it appears that the DD/I placed an interpretation on our recommenda- tion that is at variance with what is intended. We made it quite clear that training is a responsibility of command and that a well qualified senior level officer was needed to carry out the function for the commander. DD/I apparently chose to think we were suggesting a training officer as a substitute for the command line.
