DD f P C omm.ent Concur in part. >e recognize the desirability of establishing minimum standards and have made this one of the objectives of otr present training review, There are objections on two counts to any general program of overseas familiarization for JOTs. One is administrative, Such a program would create serious T.O. complications, The other is oa.sic. By the time a Junior officer reaches the field he will, as a genieral minimum have had nearly a year of formal training, plus a year )f on-the-job training in a br&ich. He should now begin to get an opportunity to prove himself, and we believe that the great majority badly want the chance to do so. His first tour will necessarily involve familiarization and will still be a kind of on-the-job training that all officers receive, however, unintentionally, throughout their service.
