SUBJECT: Inspector General's Survey of the Western
Hemisphere Division dated December 1961
1. This memorandum contains a request for DCI action. Such
request is suaainarized in Paragraph 4.
2. The Inspector General's Survey of the Western Hemisphere
Division contains 66 basic recomaendations totaling with their
sub-paragraphs 76 specific recommendations. For each of these
items the attached statement quotes the Inspector General's basic
recommendation (referring to it by page number), gives the DD/P
proposal for DCI action, and states the reason. for the proposal.
3. The comments of the Clandestine Services on this Inspector
General's report have been confined to the recommendations.
4. Summary of DCI action requested on the Inspector General's
76 recommendations:
a. Approval of 54 items.
b. Approval of 14 items with modifications.
c. Disapproval of 8 items.
