U.S. Army, Navy and Air Attaches attended reception honoring
34th anniversary of Red Army. Westerners generally shunted
to one corner. No Navy personnel observed.

1. United States MA, NA and AA attended a reception 23 February 1952 at
the Soviet Embassy, given by the Soviet MA, CtneZcKazak, on the occasion
of the 34th anniversary of the founding of the
2. Alusna initially went into the wrong room, one of about five rooms
laden with food and wine for the occasion. Following another couple who
received the profuse greetings of the room host, Alusna was ceremoniously
snubbed. So, after a look around, recognizing no personages, another
room was tried.
3. The new liaison officer Polish General Staff, LCOL JONAT awaited here
with Soviet MA. After greeting the host, Alusna was shunted into a third
room, and the "Western corner". Here the U.S. and French attaches were
held In oonversation by Monat and his assistants and by a Soviet assistant
MA, LCOL Stalnikow. British attaches did not attend due to the mourning
ban. British, French and American Assistant Attaches were not invited.
4. Conversation was maintained along innocent lines Alusna's English
speaking partner carefully disagreeing with all small remarks or observa-
tions. No attempt was made to turn the occasion into a drinking bout a
sore point since the Polish Army Day reception. MCNAT brought his wile
over and introduced her to Alusna's wife, which others say was a departure
from previous custom.
5. The reception was well attended by Soviets and Satellites, numbering
in the hundreds. U.S. HA later managed to get into the room Vd th a number
of Polish high ranking officers, and to conduct small talk with General
Korcayc, Chief of General Staff. It was decided that more important per-
sonages were upstairs in the room Alusna had first visited newspapers
later carrying the information that Marshal Rokossovski and' President
Beirut had attended. There was no indication of their presence on

Alusna's Inspection.
6. No Naval officers, Russian or Polish, were observed by Alusna, U.S.
AA spotted one Russian who may have been in Navy uniform. G-eneral Turkiel,
Chief of Polish Air Force, was observed at a distance.

Occasions like this are the only ones which find Soviet and Western
diplomats under the same roof. Strict formality is observed, and the
"watchdogs" in this case ensured completeness of the isolation.
