The purpose of this menorandum is to provide guidance for reporting on Soviet and Satellite military and assistant military attaches and military members of Soviet missions, either assigned to, or passing through a country. GIN Ei -L 2. Sporadic and inconsistent reporting on this subject in the past indicates a nec.d for specific guidance. In many instances, data received have been neither current nor sufficiently detailed, as evidenced by the following illustrations: a. attache reports have frequently referred to personalities by surname only. Positive identification is seldom possible without full name and rank. b. Descriptive and background information is often omitted. This has occurred even when the reporting officer has had personal contact with his subject. c. A foreign government report concerning approximately twelve Soviet Attaches and members of military missions was received recently. In all but one instance, the date of identification was from six to eighteen months more recent than the latest available information on these officers forwarded. by United States Army ,attaches. 3. The best available sources of information include personal observation, the press, and the lists of accredited attaches published by the Foreign Liaison Sections in many countries. The following information is desired on each officer assigned to or passing through a country: a. Full name, rank, and arm or branch of service. b. Date entered country or accredited as an attache, c. Specific assignment. d. Latest date confirmed in assignment and means of confirmation. e. Physical description, biographical details, character and personality. f. Photograph. fF-PORTS REQU? RFD 5. In countries where Soviet and Satellite military representatives are stationed, action addressees will submit the following reports on all applicable personalities. a. A consolidated report including all available information on items listed in sub paragraph 4a through 4d above. This report will be submitted within 60 days of receipt of this memorandum. b. An individual report on each officer covering as completely as possible items listed in sub paragraphs be and 4f above. Although any sub- sequent changes should be reported, information previously reported need not be resubmitted. These reports will also be submitted within 60 days of receipt of this memorandum. c. A consolidated quarterly report including for each officer the information called for in paragraphs 4a through 4d above. This report will be submitted each January, April, July, and October, beginning January 1953. Depending upon the number of changes necessary to be reported, reports may be submitted either as quarterly supplements to the last consolidated report or as new reports. d. Reports on new arrivals and transients will be submitted immediately upon their arrival in the country. In countries where no Soviet or Satellite military representatives are stationed, action addressees will submit timely reports on transients.
