Acqu4sition of Property
1. A careful survey of the property surrounding the headquarters
ceding of the Agency at Langley resulted In the determination that
addi land should be purchased to protect effectively security of the
h sdquarters building. The attached Hasp (TAB 1) indicates two unimproved
pt*cea of property of approximately thirteen (13) acres each (Finer and
-Kaufman). a part or all of which lies within a 1400-foot radius of the
ding which should be purchased. In addition, there are two small
improved lots of slightly more ' t an an acre which should be'purchased
Fatin and Sterrett). The total acreage involved is approximately 29
. An estimated value of these properties is $362.000. The building
is otherwise basically protected through Government ownership of the
land including the bureau of Public Roads and the George Washington
National Memorial Parkway.
2. Recant ".ct;vities indicate an intent of the owners to request
resoning to permit construction of a high-rise apartment. Naturally
such a building would aggravate the existing dangers. These dangers
have been the subject of a full technical survey and fall in the fields of
vfsuit, photographic. audio, electronic, and infrared surveillance. We
have attached a set of pictures (TAB 2) taken from one of the properties
(as indicated in the first picture) showing various offices in the building
including the Director's office. It must be emphasized, however, that
a most serious danger lies in the field of technical surveillance. These
dangers are very real in our opinion and, consequently, it is believed
prompt action to acquire this land is necessary prior to further
development of the land.

3. The legal and funding aspects of acquiring this land have
been fully coordinated within the Executive branch. The Department
of Justice, in cooperation with General Services Administration, is
prepared to act when they are requested to do so. Legal authorization
may be drawn from the original authorization act for the construction
of the building contained in Title IV of Public Law 84-161 or the basic
provisions of the Central Intelligence Agency Act of 1949 which
authorize acquisition of land. Depending upon a legal ruling from the
General Accounting Office, we may be able to utilize unspent funds
still available from the appropriations for construction of the building;
vtherwiiia, we would be required to utilize current appropriations
which would require some reprograming within the Agency. In any
event, no authorization legislation or appropriation legislation is
required to accomplish this.
