MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Senator Richard B. Russell
Mr. Warner met with Senator Richard B. Russell to discuss
the possibility of the Director' a appearance before the full Senate
Armed Services Con rrxittee and mentioned the Director's concern
about the so-called picture gap. Senator Russell stated he felt
this was better handled with the Preparedness Investigating Sub-
committee, and that he had talked with Senator Stennis about it.
Russell stated he had no objection to whatever Stennis arranged on
this. However, he added there has been too much said already
about the Cuban affair and mentioned McNamara' is TV presentation
as an example. He concluded by saying that the Director's appearance
on this subject before the full Committee would not, in his opinion,
serve a useful purpose.
