MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Director's Testimony on the Test Ban Treaty
1. This memorandum is for information only.
2. In the course of the recent debates on the "Test Ban Treaty"
thirteen Senators had occasion to make reference to the Director of
Central Intelligence. Most of these remarks were acknowledgments
of the Director's appearance and competence before the Committee.
Into such category would be placed the comments of Senators Clark
(D., Pa.), Fulbright (D., Ark.), Kennedy (D., Mass.), Laushe (D., Ohio),
Mansfield (D. , Mont. ), Russell (D. , Ga. ), Smathers (D. , Fla. ),
Sparkman (D., Ala.), Stennis (D., Miss.), and Symington (D., Mo.).
In addition, most of these gentlemen strongly recommended that their
fellow Senators read the Director's testimony before taking a decision
on the question of ratification.
3. Senators Pastore (D., R. I.) and Humphrey (D., Minn.)
praised the Director personally, referring to him as a cautious,
judicious, and industrious man with a splendid record of accomplishment.
Senator Anderson (D., N. M.) credited the Director with an expertise
in Russian weaponry which is second to none.
