RES. 61 IN THE SENATE OF THE UNITED STATES MARCH 14, 1963 Mr. MCCARTHY introduced the following joint resolution; which was read twice and referred to the Committee on Foreign Relations JOINT RESOLUTION To establish a Joint Committee on Foreign Information and Intelligence. 1 Resolved by the Senate and House of Representatives 2 of the United States of America in Congress assembled, 3 That (a) there is hereby established a joint congressional 4 committee to be known as the Joint Committee on Foreign 5 Information and Intelligence (referred to in this joint res- 6 olution as the "joint committee") , to be composed of seven 7 Members of the Senate appointed by the President of the Approved For Release 2004/03/11 : CIA-RDP65B00383R000100280031-9 Approved For Release 2004/03/11 : CIA-RDP65B00383R000100280031-9 10 Senate, and seven Members of the House of Representatives appointed by the Speaker of the House of Representatives. In each instance not more than four members shall be ap- pointed from the same political party. (b) Vacancies in the membership of the joint com- mittee shall not affect the power of the remaining members to execute the functions of the joint committee, and shall be filled in the same manner as in the case of the original selection. (c) The joint committee shall select a chairman and 11 a vice chairman from among its members at the beginning of 12 17 21 22 24 25 each Congress. The vice chairman shall act in the place and stead of the chairman in the absence of the chairman. The chairmanship shall alternate between the Senate and the House of Representatives with each Congress, and the chairman shall be selected by the members of the joint committee from the House entitled to the chairmanship. The vice chairman shall be selected in the same manner as the chairman, except that the vice chairman shall be selected by the members of the joint committee from the House not entitled to the chairmanship. (d) The joint committee may appoint and fix the com- pensation of such experts, consultants, technicians, and cleri- cal and stenographic assistants as it deems necessary and advisable. (f) The joint committee is authorized to classify infor- mation originating within the joint committee in accordance 6 with standards used generally by the executive branch of the 7 Federal Government for classifying restricted data or defense 8 information. 9 (g) The joint committee shall keep a complete record 10 of all committee actions, including a record of the votes on 11 any question on which a record vote is demanded. All 12 committee records, data, charts, and files shall be the prop- 13 erty of the joint committee. and shall be kept in the offices of 14 the joint committee, or such other places as the joint com- 15 mittee may direct, under such security safeguards as the joint 16 committee shall determine to be in the interest of national 17 security. 18 (h) The joint committee may make such rules respect- 19 ing its organization and procedures as it deems advisable, 20 but no measure or recommendation shall be reported from 21 the joint committee unless a majority of the members thereof 22 assent. 23 SEC. 2. (a) The joint committee shall make continuing 24 studies of- Approved For Release 2004/03/11 : CIA-RDP65B00383R000100280031-9 Approved For Release 2004/03/11 : CIA-RDP65B00383R000100280031-9 4 1 (1) the activities of each information and intelli- 2 gence agency of the United States, 3 (2) the problems relating to the foreign informa- 4 tion and intelligence programs, and 5 (3) the problems relating to the gathering of in- 6 formation and intelligence affecting the national 7 security, and its coordination and utilization by the 8 various departments, agencies, and instrumentalities of 9 the United States. 10 (b.) Each information and intelligence agency of the 11 United States shall give to the joint committee such in- 12 formation regarding its activities as the committee may 13 require. 14 (c) As used in this joint resolution, the term "in- 15 formation and intelligence agency of the United States" 16 17 18 19 20 21 24 means the United States Information Agency, the Central Intelligence Agency, and any unit within any of the execu- tive departments or agencies of the United States conduct- ing foreign information or intelligence activities (including any unit within the Departments of State, Defense, Army, Navy, and Air Force, but not including the domestic opera- tion of the Federal Bureau of Investigation) . SEC. 3. All bills, resolutions, and other matters in the Senate and House of Representatives relating primarily to any information and intelligence agency of the United States Approved For Release 2004/03/11 : CIA-RDP65B00383R000100280031-9 Approved For Release 2004/03/11 : CIA-RDP65B00383R000100280031-9 5 or its activities shall be referred to the joint committee. The members of the joint committee who are Members of the Senate shall, from time to time, report to the Senate, and the members of the joint committee who are Members of the 5 House of Representatives shall, from time to time, report to 6 the House, by bill or otherwise, their recommendations with 7 respect to matters within the jurisdiction of their respective 20 21 24 Houses which are- (1) referred to the joint committee, or (2) otherwise within the jurisdiction of the joint, committee. (b) In carrying out its duties under this joint resolu- tion, the joint committee, or any duly authorized subcom- mittee thereof, is authorized to hold such hearings, to sit and act at such times and places, to require, by sabpena or otherwise, the attendance of such 'witnesses and the pro- duQtion of such books, papers, and documents, to administer such oaths, to take such testimony, to procure such print- ing and binding, and to make such expenditures as it deems advisable. Subpenas may be issued over the signature of the chairman of the joint committee, or by any member designated by him, or by the joint committee, and may be served by any person designated by such chairman or member. SEC. 4. The cost of stenographic services in re- porting such hearings as the joint committee may hold shall be paid in accordance with the established rules of the Sen- ate. Members of the joint committee, and its employees and consultants, while traveling on official business for the joint committee, may receive either the per diem allowance au- thorized to be paid to Members of Congress or its employees, or their actual and necessary expenses if an itemized state- ment of such expenses is attached to the voucher.
