3. At a discussion on 13 February 1963 with the Legislative Counsel
it was agreed that could not answer the -questionnaire truth- 25X1
fully without involving CIA. Nor could we expect the firm to submit a
false reply to the Senate Committee. The indicated alternative is to brief
Mr. Carl Marcy, Chief of the Senate Foreign Relations Committee Staff,
on CIA1 s relation to the I I account.

4. Pursuant to Mr. Warnerts request, Attachment B outlines the
contract. I recommend that Mr. Warner draw on the material contained
in Attachment B to brief Mr. Marcy orally, and solicit his guidance with
respect to the questionnaire.
