Met with Representative Burt L. Talcott (Calif.) at his request to discuss the Agency's role in general. Mr. Talcott is a freshman Congressman and appears to be much interested both in intelligence and in the Agency specifically. I spent some time with him discussing the mission and function of the Agency. He was most appreciative. 50X1 2. Met with Robert Michaels, House Appropriations Committee staff, to discuss our budget situation. See Memorandum for the Record. 50X1 3. Talked with Charles DuTant in the office of Senator E. L. Mechem and furnished him certain information concerning a rumor that the Soviets were interested in importing U. S. industrial alcohol in an amount of 300,000 tons. Briefed DuTant on the basis of the unclassified information contained in the memorandum to this office from Otto Guthe of 15 November 1963. This was sufficient for DuTant's purpose. 50X1 4. In response to his request to the 50X1 Director, concerning I briefed Senator Milton Young (R.. N. D.). on the background (See Memorandum For The .ecord for details.) 50X1 5. Met with Mr. George Mitchell, Assistant to Senator Edmund Muskie (D., Me.) and advised him that 50X1 the Agency had had no contact with 50X1 Mr. Mitchell thanked me for the information and indicated he would keep us advised if further developments appeared to be of interest to us. (Secret - JGO) Transmitted to Mr. William Darden, Senate Armed Services Committee Staff, a detailed breakdown of the cost estimates set forth in tab 4 of the background materials on H. R. 8427, the Agency Early Retirement Bill, which was furnished him last week. Although Mr. Darden wanted to study the cost estimates breakdo-vm before any discussion with us, he noted he was particularly interested in the Agency assumptions set forth at page 4. At first glance he felt that they failed to take into consideration cases such as those used in illustration, for instance an individual in grade 14, age 39, with 18 years' service. When he has had a chance to study the breakdown during the week, he will be back in touch with us. 7.
