1.
spent the better part of the day with Mr. Russell Fee, of the Senate
Preparedness Investigating Subcommittee staff, continuing the
security review of the Subcommitteets transcripts of hearings on
the nuclear test ban treaty. Six volumes remain to be reviewed and
it is anticipated that this will be accomplished tomorrow morning.
2. Transmitted to Mrs. Thelma Leach,
Assistant to Senator Roman Hruska (R., Neb.), a series of unclassified
Government publications on Nationalist China of the Peoples' Republic
of China which had been requested by the Senator. Mrs. Leach was
most appreciative.
3. I saw Mr. Clark M. Clifford,
Chairman, President's Foreign Intelligence Advisory Board, and
discussed with him the current situation on the executive pay bills.
4. Talked with John H. Martiny who said
Charles Johnson, the Staff Director of House Post Office and Civil
Service Committee, wanted the following message passed: Mr. Morrison
has instructed the staff to prepare an amendment to move the Director
to Level II and the Deputy Director to Level III which Morrison will
introduce on the Floor.
5. The Director appeared before
the CIA Subcommittee oi House Appropriations. See Memorandum
for the Record.

Wednesday - 6 November 1963
. Talked witl- of the National
Security Agency concernin the case. He indicated that there
has already been an informal briefing of HCUA and that the Chairman
had been most constructive. Also there was considerable interest in
the polygraph issue with the Committee of the view that polygraphs
should be given to all military assigned to NSA. The issue is not
complete yet with HCUA and there is to be a st ategy session in DOD
on this on 12 November. In connection with the Internal Security
Subcommittee, iaid Dodd and his assistant, James P. Boyd,
have been briefed and appear to be satisfied. However, Jay Sourwine
and Sam Scott of the Staff wish further information in connection with a
general review of security procedures in Government and, it is now
planned that General Blake and will meet with Sourwine
and Seott on 12 November. I indicated the Agency's general interest
in following this suggesting that we might be of some assistance.

would keep in touch.
