Februa r 6. 1963, UPI Rep. Cornelius E. Gallagher, D-N. J. , in an Adezinistration-backed statement, denounced today what he called "The numbers garre being played by a few irresponsible individuals. " Gallagher, a member of the House F~_"reign Affairs Committee and a d of the President, said his statement would be the basis for a speech he planned to deliver in the House tomorrow. "This business of everyone running around with a do-it-yourself CIA kit might be all right," he said. But such pseudo super-spies certainly should ke precedence over the hard intelligence of professional experts. ,. Gallagher, who claimed his statement represented the views of the Administration, said: "Any member of Congress possessing such intelligence has not only a duty but a very grave obligation to present such evidence instead of keeping it under a paper cloak and pointless dagger.- -The President will take every necessary stop to protect this country and sighbors from any offensive threat to the security freers. J. , to observe ac idly: "They are not impressed by the statements of Mr. McCone, Secretary McNamara, and the President; but they are completely impressed by the staterrents of people like Moises Tsh mbe.
