SUBJECT: Congressional Inquiry on Penetration of CIA
1. At the Director's appearance before the Senate Preparedness
Investigating Subcommittee on 12 March 1963, Senator Margaret Chase
Smith asked the following question (at page 578):
Mr. McCone, I think it would be well if any of these
questions that you feel you would like to check for the
record, when we make our final analysis, I think some
of these questions that I am asking you are for that
purpose and not for my personal curiosity.
Has the CIA operation ever been infiltrated and
penetrated by Marxists, anti-Castro communists or
even Castro agents; and, if so, to what extent?
Mr. McCone replied as follows:
I know of no infiltration during my period of
Communists. I have had no reports.
Of course, it is a very large organization, and
this is a question that you cannot answer categorically.

I found that they could not point out one single instance
of an infiltration into the Central Intelligence Agency.
However, that does not mean that we are free. I know
that we are a target of KGB.

2. This does not cover the AELADLE statements that he knew
of a penetration of American intelligence in Germany in the early 1950s
which, of course, the FBI knows about. I would like to suggest to the
Director that we submit for the Subcommittee's classified record a
statement along the following lines:

Senator Smith asked two questions for
which she wanted answers for the record. The
first one concerning penetrations of the Agency
you answered in the negative. The attached
memorandum discusses the AELADLE claim of
penetration. If you believe your original answer
needs to be supplemented, CI Staff is agreeable
to the suggested language although they would
prefer not to bring the matter to the Subcom-
mittee's attention. Proposed answer to her
other question,is also attached.
