Late Reports: The Committee on Banking and Cur-
rency was granted permission to file by midnight Satur-
day a report on H.R. 3872, to increase the lending
authority of the Export-Import Bank of Washington
and to extend the period within which the Export-
Import Bank of Washington may exercise ,its functions.
Similar permission was granted the Committee on the
District of Columbia to file sundry reports. Page 3549

nesses; and a public witness. ?
JUNIOR ROTC PROGRAM
Committee on Armed Services: Continued hearings on
H.R. 4427 and /1144, to provide for the establishment and
maintenance of a Junior Reserve Officers Training Corps
program. Heard testimony from Representatives Len-
non, Keith, McIntire, Avery, and Matsunaga; a depart-
mental witness; and public witnesses.

Committee on the District of Columbia: Met in execu-

tive session and ordered reported favorably to the House
the following bills:
H.R. 39 (amended), relating to appointment of mem-
bers of D.C. Armory Board;
H.R. 682, to permit appointment of new trustees in
deeds of trust in D.C. by agreement of the parties;
H.R. 1933, regarding the minimum age limitation
for registration of nurses in D.C.;
H.R. 1935, to authorize the acquisition, training, and
maintenance of dogs to be used in D.C. law enforce-
ment;
H.R. 1937, to amend D.C. Life Insurance Act and
D.C. Fire and Casualty List regarding false statements
and penalties;
H.R. 1982, to amend the D.C. Traffic Act regarding
reporting of collisions of motor vehicles;
H.R. 2485, regarding treatment of D.C. minors with
venereal disease;
H.R. 2696, regarding length of time for hearing in
D.C. municipal court cases; and
H.R. 3537, regarding increased jurisdiction and
change of name of D.C. municipal court.

DAVIS-BACON ACT
Committee on Education and Labor: General Subcom-
mittee on Labor held a hearing on H.R. 404, to amend
the Davis-Bacon Act to include fringe benefits. ' Heard
testimony from public witnesses.
FOREIGN BUILDINGS
Committee on Foreign Affairs: Subcommittee on State
Department Organization and Foreign Operations met
in executive session to consider proposed legislation on
the foreign buildings program. Heard testimony from
James R. Johnstone, Deputy Assistant Secretary of State
for Foreign Buildings; and William J. Crockett, Assist-
ant Secretary of State for Administration.
INTERGOVERNMENTAL RELATIONS
Committee on Government Operations: Subcommittee
on Intergovernmental Relations met in executive session
for organizational purposes. Adjourned subject to call

RECLAMATION
Committee on Interior and Insular Affairs: Subcom-
mittee on Irrigation and Reclamation held a meeting
with the board of directors of National Reclamation
Association to discuss reclamation matters.

JUDICIAL MISCELLANY
Committee on the Judiciary: Subcommittee No. 4
met in executive session and ordered reported favorably
to the full committee H.R. 2 (amended), to incor-
porate the Eleanor Roosevelt Foundation; H.R. 824
(amended), to incorporate Science Service, Inc., for the
purposes indicated by Public Law 85-875; H.R. 2849, to
amend section 47 of the Bankruptcy Act; H.R. 2833, to
give the court authority on its own motion to reexamine
attorney fees paid or to be paid in a bankruptcy pro-
ceeding; and H.R. 3438, to amend the Benkruptcy Act
with respect to limiting the priority and nondischarge-
ability of taxes in bankruptcy.
MARITIME INDUSTRY
Committee on Merchant Marine and Fisheries: Held a
hearing on H.R. 1897, to provide an orderly procedure
for the disposition of labor-management disputes in the
maritime industry. Heard testimony from public
witnesses.

Committee on Science and Astronautics: Subcommittee
on Space Sciences continued hearings on National
Aeronautics and Space Administration authorization.
Heard testimony from Dr. Homer E. Newell, Director,
Office of Space Sciences, accompanied by Edgar M.
Cortwright, Deputy Director, Office of Space Sciences,
both of NASA, Hearings continue Friday, March 8.
TAXES
Committee on Ways and Means: Continued hearings on
President's tax recommendations, and heard testimony
from public witnesses. Hearings continue Friday,
March 8.
Joint Committee Meetings
NUCLEAR EXPLOSION DETECTION
Joint Committee on Atomic Energy: Committee con-
tinued its hearings in connection with technical capa-
bilities of detecting and inspecting a nuclear weapons
test ban, having as its witnesses T. A. George, Advanced
Research Projects Agency, Department of Defense;
and Maj. Gen. A. W. Betts, Director, Division of Mili-
tary Application; Dr. George Bing and Dr. Glenn L.
Werth, both of the Livermore Laboratory, California;
Dr. Philip Randolph, Technical Director, Project Drib-
ble; and Dr. Frank Press, California Institute of Tech-
nology, all of the Atomic Energy Commission.
The testimony dealt generally with various aspects
of detection of nuclear explosions underground and
underwater.
Hearings continue tomorrow.
ORGANIZATIONAL MEETING
Joint Committee on Defense Production: Committee
held its executive organizational meeting where it
elected Representative Patman and Senator Robertson
as its chairman and vice chairman, respectively.
