On the whole he does talk completely frankly to the congressional leadership. 7. The Zxecutive Orders establishing the old and new Intelligence Boards are brief and copies are attached. The wording is virtually the same except for the emphasis on the "advisory" function contained in the new Order. to my understanding that the Board's membership has been made public.
