MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Notification of Possible Foreign Nuclear Tests
1. This memorandum contains a recommendation in para-
graph 4 for approval by the Director of Central Intelligence.
2. Colonel Glenn Smith, now on the staff of the Senate
Preparedness Investigating Subcommittee, has requested informa-
tion, similar to that we give the Joint Committee on Atomic Energy,
in connection with his review for the Subcommittee of the effective-
ness of the test ban safeguards. This information is given to the
Joint Committee on Atomic Energy in line with the statutory injunction
that any Government agency shall furnish any information requested
by the Joint Committee with respect to the activities or responsibilities
of that agency in the field of atomic energy.
3. The Preparedness Investigating Subcommittee has no
such statutory backing, but during its hearings on the treaty made
a motion requesting appropriate information from the executive
branch. In response to this motion, wrote the Chairman25X1
of the Subcommittee a lengthy response prove en e requested informa-
tion, stating the reply was made after coordination with the Atomic
Energy Commission, the Central Intelligence Agency, and the Arms
Control and Disarmament Agency. This letter and its Top Secret
companion discuss the test ban safeguards and their enforcement in
great detail. You will recall, also, that you testified on some very
sensitive aspects of enforcement.
4. Under the circumstances, I think if we do not give this
information to Colonel Smith he could quite properly raise it with
Senator Stennis, and it would be difficult to refuse it to the Chairman.
Our proposal is to give, as we have done, briefings to Colonel Smith
and the charts at the Secret level. We have told Colonel Smith and
Mr. Kendall that more sensitive information may be made available
but cannot be retained by them due to lack of adequate facilities.

DDS&T an r. Reichardt, of the Atomic Energy Commission, that 25X1
be authorized to advise Colonel Smith or Mr. Kendall
of an alert J ter the JAEIC statement has been issued on a possible
foreign nuclear test. I recommend that you approve this.
