MEMORANDUM FOR THE RECORD
SUBJECT: H. R. 12259 Re Determination of the Amount And Validity
of Claims Against the Government of Cuba
Mr. Franklin Schupp, Staff Consultant, House Foreign Affairs
Committee, had requested informal advice concerning the cut off date
for claims established in this bill 1 January 1959; whether duplicate
compensation might be awarded under the Act for potential claimants
who might have had an association with the Agency; and wither there
might be any other matters brx not set forth in the bill which would be
of interest to the Agency but might be covered by the Committee report.
My response was negative on is his three points. I tlanked Mr. Schupp
for his consideration and for offering the assitance of the Committee
with regard to the content of the Committee report that stated in effect
that our review indicated that the 1 January 1959 was probably the most
appropriate cut off date for the purposes intended and that we are unaware
of any instances where a claim might be made under the bill which would
effect a duplicate compensation.
