SUBJECT: ORR/CIA Contribution to Library of Congress Report on
East-West Trade
1.1 and I discussed the outline for the Library of
Congress Report on East-West Trade withF -1 on Thursday,
11 June 1964. This report is being prepared for Senator Fulbright's
Committee on Foreign Relations. He asked that CIA prepare text or
comment on every section of the outline except where we might be
limited by the security classification of our information, intimating
that the Agency had the only genuine ex ertise among government organi-
zation on which he would have to rely. indicated that the
CIA contribution could take the form of tabulated data and commentary
or a formal chapter on any section of the outline undertaken. We
mutually agreed that our contribution would be drawn from research
which had been completed or was presently in process rather than make
an effort to do additional research for this report. He indicated
Agency contributions should reach him by 17 August 1964.
2. We suggested that there were several sections in his outline
which ought for jurisdictional reasons -- if no other -- to be done
by State and Commerce. This Office will undertake to furnish data and
supporting text to contribute to the following sections of the attached
outline:
Section III -- all parts.
Section V -- all parts.
Section VI -- parts (a) and (d).
Section VII -- parts (a) and (c).
Section VIII -- all parts.
Section IX -- all parts.
Section X -- all parts.
