Approval of Minutes 17 July Meeting (USIB-M-278) a. Approved as circulated. on the recommendation of the acting AEC member, the Board I- U p , approved the release of NIE 11-9-63 to the Joint Committee on Atomic Energy. 2. Watch Committee Report No. 673 Approved as amended. 3. National Intelligence Survey (NIS) Program (USIB-D-51. 1/6, 3 July) The Chairman stated that, while he agreed with the "Concept" section of the subject paper, he was not in agreement with the section on "Direction and Management" and would. like to defer action until he had more time to study those aspects. In response to a request for comments, the acting DIA member stated he felt the Coordination Staff had produced a very good paper which, if implemented, should result in a good NIS program. After an. exchange of views. primarily on the management features, the Board- a. Agreed to defer action on the subject paper. b. Noted the Chairman's suggestion that General Quinn and Mr. Cline discuss further the "Direction and Management" portion of subject paper, prior to further Board consideration. * *By USIB-AM-63/ 32, the Secretariat transmitted the action in 3.b. above to the Deputy Director, Defense Intelligence Agency, and the Deputy Director (Intelligence), CIA, to conduct the discussions sug- gested by the Chairman, and to furnish a report on the results. to USIB as soon as practicable. Proposed Legislation for the Protection of Intelligence Data (USIB-D-9.6./7, 3 July; USIB-D-9.6/8,. 11 July) Because of the time lapse since work on this paper was initiated, and lack of direct DIA participation in the work of the Ad Hoc Committee, DIA had requested deferment of USIB-D-9. 6/7 in order to conduct a more detailed study on the subject. The Chairman and several other members indicated they were not prepared to act on the paper in view of questions concerning the scope and character of the proposed legislation and sug- gested definition of the term "Intelligence Data. " In view of the numerous points brought out in the discussion, the Chairman requested Board members to furnish. their additional views on the subject to the Ad Hoc Committee by the middle of August in order that the committee could again report to USIB by the middle of September. Executive Session The Chairman convened the Board in Executive Session. at 1110, during Which the following actions were taken. 5. Baseline of Information on Strength and Disposition of Soviet Submarines At the suggestion of the Navy member, in which the Board con- curred after thorough discussion of the subject, the Chairman requested Admiral Taylor to arrange for a group, composed of appropriately cleared representatives of CIA, NSA, DIA, Navy and NIC, to examine the baseline of information regarding the strength and disposition. of Soviet submarines. The action in Item 4 was transmitted by USIB-AM-63/33 to the Chairman of the Ad Hoc Committee for preparation of the required report to USIB by mid-September.
