Approval of Minutes 26 June Meeting (USIB -M-276, including Annex distributed through special channels) a. Approved as circulated. b. Regarding item 6 (NIE.4-63, "Likelihood and Consequences of a Proliferation of Nuclear Weapons Systems"), the AEC member noted that USIB had not dealt with the problem of release to the Joint Committee on Atomic Energy. Upon the recommendation of the Chairman, the Board approved release to the Joint Committee. 2. Joint Staff Representation on the United States Intelligence Board The DCI read a memorandum from the Chairman, Joint Chiefs of Staff, which disestablished the Intelligence Directorate, 'the Joint Staff, and transferred present J-2 functions, including representation on USIB and its committees, to the Director, Defense Intelligence Agency, effective 1 July 1963. 3. Request for SNIE on Haiti The Chairman referred to a memorandum from DIA which, on behalf of the Joint Staff, requested USIB to develop, as a matter of priority, a SNIE on the situation and prospects in Haiti. The Chairman noted that the writing ofi; a SNIE on Haiti at this time posed a reel pr. oblem to the Board of National Estimates. As an alternative, Mr. McCone proposed that the CIA Office of Current Intelligence prepare and circulate to USI$ a memorandum on the subject which,- if it-was:deerried necessary at a later date, could be used as an input to a subsequent SNLE to be approved by USIB. Watch Committee Report The Chairman noted that the Watch Committee Report for this week would gib:+e circulated for telephone concurrence on 3 July. 5. The Soviet Atomic Energy, Program (NIE 11 -2-63, distributed through RD channels ) After discussion the Boardo a. Approved NIE 11-2-63 with typographical changes circulated at the meeting. b, Approved the release of the Top Secret./Restricted Data version to the Joint Committee on Atomic Energy. c. Noted that an all-source: JAEIC Working Paper on the subject would be available to USIB members. d. Agreed that JAEIC should be authorized to act for the Board in preparing and approving the following versions of NIE 11 -2-63 for 25X1 release as indicated: e. Program of National Intelligence Estimates far Period 1 July to 31 December 1963 (Memorandum for USIB, 27 June ) After a full discussion concerning availability of updated informa- tion, White House. Staff interest in advancing certain completion dates, and specific .Defense Department requirements, particularly for NLE 11-8-63, the USIB approved the Program after modification of certain completion dates. Release of NIE 11 -5-63, "Soviet Economic Pro~lerns", 11. Replacement Personnel for NIC 25X1 r _1 The CIA member, speaking as Chairman of the .-Watch Committee, urged USIB members, whose representation in the National Indications Center would require replacement this summer, to take action to 'get. their replacements in place as soon as possible, and to submit, if desired, any nominations as a replacement for the Deputy Director of NIC. The Chairman noted the importance of such selections in view of the high level of work being supported by the NTG.
